A set 'X はX、Y はY' idiom — 'X stays X, Y stays Y; don't conflate them.' Often said when two different contexts each have their own rules or standards: behavior appropriate at home may not suit public/outside contexts, and vice versa. The underlying うち／そと (in-group / out-group) distinction is a fundamental axis of Japanese social thinking. The pattern is also productively used with other nouns: 昔は昔、今は今 ('the past is the past, the present is the present').
