恐れて is the te-form of 恐れる ('to fear, to dread'), threading the cause and effect — 'fearing X, [she] does Y.' This use of the te-form for cause/reason is one of its many functions. 恐れる is a transitive verb taking を to mark the feared thing — different from English 'be afraid of [X]' which uses a preposition. Note also that 恐れる is more bookish than the casual 怖がる ('show signs of being scared') or 怖い ('be scary / scared').
