She [topic-は] me [to-に] window [object-を] open [tell-to-よう] said.

An indirect command. The standard form is ~ように言う, but in literary and formal-spoken register the に of ように often drops, leaving よう alone — as here. Compared to a direct quote ('窓を開けて' と言った), the ~よう(に)言う form sands down the original wording into reported instruction: the listener gets the substance, not the actual words. Useful when the exact phrasing isn't important or isn't remembered.
