The advisory pattern ~たほうが良い ('had better X,' literally 'the side of having-done X is good') uses the past form 帰った even though the action hasn't happened yet — Japanese here counts the past form as making the recommendation more pointed. The dictionary form ~るほうがいい also exists but feels softer, more like a mild preference. The whole 早く帰ったほうが良い chunk is then quoted via と and reported as her advice. 早く covers both 'early' and 'quickly' — context decides; here 'soon/early' fits.
