出す ('put out, take out, serve') is a wonderfully versatile verb. In the food-and-drink context, X を出す means 'to serve X' — お茶を出す (serve tea), 食事を出す (serve a meal). The same verb covers everything from 'submit a document' (書類を出す) to 'mail a letter' (手紙を出す) to 'show one's face' (顔を出す).
