とやかく言う is a fixed expression — 'to say this and that, to nitpick, to find fault with' — usually about other people's affairs. The とやかく is a doublet adverb (similar to あれこれ 'this and that') with a connotation of unwanted commentary on something not really one's business. ことに ('regarding the fact that...') is composed of the nominalizer こと + に — turning a clause into a target of commentary.
