電話をかけてくる ('to call [someone toward speaker], a call comes in') is a layered set construction: 電話をかける ('to make a call') + ~てくる ('motion toward speaker'). The ~てくる adds 'in toward me / toward my direction,' marking the speaker as the recipient. Without ~てくる, 電話をかける is neutral about who's calling whom. With it, the speaker is positioned as the target of the call. The same construction works for many directional speech acts: 話しかけてくる ('call out to me'), 言ってくる ('come and tell me').
