すくめる is the transitive-causative verb meaning 'to shrug, hunch, draw in.' The shrug as a gesture is famously not native to traditional Japanese body language — Japanese culture historically didn't have a stock 'I dunno / what can you do' shoulder lift the way English-speaking cultures do, and you'll most often see this expression used to describe foreign characters or in self-conscious imitation of Western mannerisms.
