She [topic-は] facial-features [subject-が] mother [with-と] resembles.
似る ('to resemble') takes と for the standard of resemblance — 'A is similar to B' = AはBと似ている. (に for resemblance is also valid; the two markers split functionally, with に slightly more for shared traits and と for a paired comparison.) The verb is almost always used in its ~ている state form: 似る is one of those verbs whose dictionary form names the *event* of becoming similar (rare in practice), while ~ている names the resulting state ('is similar'). 顔立ち ('facial features, looks') is a more polished word than 顔 alone, often used in compliments or descriptions of someone's looks.
