She [topic-は] English [object-を] speaks [question-か]?

A textbook polite yes/no question. The sentence-final か converts 話します into an interrogative, and is obligatory in polite speech (in casual speech, rising intonation alone often does the job, sometimes with の or no marker at all). This is one of the simplest and most common interrogative shapes in Japanese — practically the first question pattern a learner meets.
