メガネをかける is the standard collocation for 'wear glasses,' using かける ('hang, put on') — which in this sense suggests hanging the frames over the ears. ~ている expresses the resulting state of having put them on, i.e., 'is in the state of wearing.' This is one of the trickier wearing verbs to remember because かける is so polysemous (it covers hanging hats, draping cloth, even putting on locks 鍵をかける) — but for glasses it's the only natural choice. メガネ is more commonly written in katakana than the kanji 眼鏡, especially in casual writing.
