に marks the addressee with 言う (say). The actual content of what was said has been left out — a fragment, sensible only as a dialogue attribution paired with a quoted line elsewhere. Read on its own it's grammatically complete in Japanese but feels truncated in English, so a natural rendering needs an ellipsis to flag the missing content.
