と思う wraps an opinion in 'I think.' Note that the topic は belongs to the embedded clause ('she is charming'), not to the speaker — Japanese is happy to let は from an embedded thought float at the front of the matrix sentence. Without a stated subject for 思う, the default reading is the speaker; if you wanted to attribute the thinking to someone else you'd need to spell it out.
