She [topic-は] anyone [by anyone-にでも] is-loved.

誰にでも paired with the passive 愛される — 'loved by anyone.' In passives, the agent (the one doing the loving) is normally marked with に, so 誰にでも layers the universal でも directly onto the passive's agent slot. 愛する is the transitive verb 'to love'; its passive 愛される is a fixed everyday phrase often paired with ~にくい/~やすい to make 愛されにくい ('hard to love'), 愛されやすい ('easily loved'). Note that this is one of the rarer Japanese verbs that takes a direct human object with を — 彼女を愛する.
