Adverbial たくさん without の — directly modifying 持っている rather than お金. The adnominal vs adverbial split is a useful one to internalize: たくさんの本 ('lots of books,' adnominal) and 本をたくさん持っている ('have lots of books,' adverbial) give the same meaning but with subtly different focus. Adverbial placement keeps お金 neutral and emphasizes the having-lots aspect. Compare also with お金がたくさんある ('there is a lot of money'), where たくさん is adverbial to ある.
