A negative experience report. ~たことがある expresses past experience ('have done X'), and its negation ~たことはない ('have never done X') is the standard frame for 'never.' Note the contrastive は inside the negation — 行ったこと(が)ない could use が, but は marks the negative emphasis: 'as for the matter of having gone, no.' これまで ('up until now') sets the time scope. The whole quoted clause is then framed by と言った ('said'). One of the most common patterns for reporting someone's experience or lack thereof.
