Academic textbook register. Two features to notice: (1) the formal copula である instead of だ/です, characteristic of academic and formal written prose; and (2) ~ているところである, a formal construction where ところ literally 'place' has been grammaticalized into a 'situation/case' marker — 'the situation is one where X.' ~において ('in, at') is the formal equivalent of で. 葛藤 ('conflict, inner struggle') and 軋轢 ('friction, discord') are two formal/literary words for dispute.
