Rough criminal slang. 察 is a yakuza/criminal-slang clipping of 警察 ('police') — dropping the first character for an abbreviated, insider-group term. ずらかる is criminal/underground slang for 'to flee, to scram, to escape' — used in yakuza films and crime fiction, not in polite conversation. ずらかれ is the bare imperative. A highly register-specific expression.
