Biblical reference — from Exodus 5, where the Israelites are forced to make bricks without being supplied straw. The Japanese phrases it as a general saying. 藁 (わら) 'straw'. 煉瓦 (れんが) 'brick' — an old-fashioned kanji compound for what's now often written レンガ in katakana. できない is the standard 'cannot (be made/do)'.
