聾唖者 (ろうあしゃ) is a formal/clinical term — 聾 (deaf) + 唖 (mute) + 者 (person). Modern Japanese increasingly prefers ろう者 or 聴覚障害者 as more respectful alternatives. 手話 (しゅわ, 'sign language') is the standard term.
