A two-part aphorism. The first half 恋は盲目 uses 盲目 ('blind') as a nominal predicate with dropped copula — the standard proverb shape. The second half uses 憎しみもまたしかり, where しかり is a classical/literary form of 'so, thus, likewise' (related to そうあり) and また is 'again, also, likewise.' The whole expression ~もまたしかり ('and X is the same') is a fixed, somewhat literary way of extending a claim to another subject.
