The train comes at 9:00 and arrives there at 10:00.

Literal

Train [topic-は] 9-o'clock [at-に] comes and there [at-に] 10-o'clock [at-に] arrives.

Two coordinated clauses linked by the conjunctive form 来て. Note the word order flexibility in the second clause: そこへ十時に到着する — the destination そこへ comes before the time 十時に, reversing the order from the first clause. Japanese tolerates this freely as long as the particles do their work.
