A classic aphorism. 繰り返す is an important compound verb: 繰る (reel in, wind) + 返す (return, give back) — 'to do over and over.' Can be transitive (he repeated the words) or intransitive (history repeats); here intransitive. Note that Japanese doesn't need a reflexive 'itself' — the verb alone conveys the self-repetition.
