A theological declaration. ~以外は (everything except) sets God apart from all creation. The triple も (天も地も人も) emphasizes comprehensiveness: even heaven, even earth, even people. 被造物 (created thing) uses the passive prefix 被~ in a formal theological compound. 創造者 (creator) mirrors it.
