Straight out of a historical drama. 斬首刑 (ざんしゅけい) is 'punishment by beheading' — a compound you'll meet in samurai-era fiction but almost never in modern contexts. 言い残す ('to leave words behind,' 'to have last words') is a compound verb: 言う ('say') + 残す ('leave behind'), productively used for parting words, final messages, and the kind of utterance you'd want survived after you. The question ~はないか is blunt and masculine — 'isn't there any?' — sharper than ~はありませんか, and fitting for a figure of authority addressing a condemned prisoner.
