Officials [gen-の] among [topic-には] was-bribed person [subj-が] exist [perhaps-かもしれない].
~の中には ('among the X') sets up a partitive scope — 'among the officials.' 買収される is the passive of 買収する ('to buy off, bribe'). The combination of partitive には + がある yields 'there are (some) X among Y.' かもしれない ('maybe, might') hedges the whole statement. Note that 人がある is slightly literary — modern spoken Japanese would use 人がいる for human referents, but ~人がある (in enumerative/set contexts) survives in writing.
