The ~たり...~たり pattern lists multiple representative actions that alternate or occur together — 'sometimes X, sometimes Y' or 'X-ing and Y-ing (among other things).' Combined with ~ている, it gives the sense of the actions happening repeatedly over a span. 夜通し ('all night long, through the night') is a useful adverb.
