A UI-label or instruction. The ~と conditional here is the 'automatic consequence' use: click, and the page moves — the move follows from the click as a matter of course, like a cause-and-effect rule. This use of と is distinct from the conditional ~たら (which is more flexible and temporal) and ~ば (which is more hypothetical). Note the particle へ on 次ページ — used with verbs of movement to mark direction, slightly more 'toward' than the locative に, though modern usage often treats them as interchangeable in this context.
