A vivid Japanese proverb literally meaning 'eye-gunk laughs at nose-gunk' — both are equally disgusting, so one has no business mocking the other. Semantically equivalent to the English 'pot calling the kettle black.' The topic marker は on 目くそ is dropped colloquially, as often happens in proverbs and snappy speech. くそ ('crud, gunk') is crude on its own, but locked inside a fossilised proverb it doesn't read as especially vulgar.
