Keiichi, tempura [subject-が] came-up [because-から], plate bring-come.
A rough, affectionate household command. 揚がる ('to be fried,' 'come up out of the oil') is the intransitive counterpart of 揚げる ('to fry'); with tempura, which is deep-fried, 揚がった marks the exact moment the food is ready to plate. 持って来い is a plain imperative compound of 持つ ('to hold, carry') + 来る ('to come') — 'carry-come!' = 'bring it here!'. 来い is the bare imperative of 来る, and 持って来い is a frozen casual command, blunt and in-group. The から is the reason-giving 'because,' here casual and cause-forward.
