A compact aphoristic imperative. 小出し ('small portion,' 'doling out bit by bit') is a noun meaning 'to release gradually, in small amounts' — the opposite of dumping everything at once. ~にする turns it into a verb phrase: 小出しにする = 'release in small doses,' 'dole out gradually.' The final せよ is the classical imperative form of する, surviving today in formal, written, or aphoristic contexts. Modern casual form would be しろ (the colloquial imperative of する) and polite would be してください, but せよ carries an elevated, almost literary authority — appropriate for a maxim or piece of timeless advice.
