Sometimes verbs are derived from nouns, and sometimes it's the other way around.

Literal

Noun [from-から] verb [subject-が] is-derived [nominalizer-こと] [also-も] exist [if-ば], that [possessive-の] opposite [possessive-の] thing [also-も] exist.

~こともあれば~こともある = 'sometimes X, sometimes Y.' The ば here is the conditional form of ある used idiomatically to mean 'there are times when X, and also times when Y.' A classic linguistic-description sentence. 派生する ('to be derived') is a formal/academic verb.
