生じる ('to arise, to come into being') + 得る ('can') = 生じ得る ('can arise'). Negative 生じ得ない = 'cannot arise.' 無 ('nothing') and 有 ('something, being') are metaphysical terms. A classic Western philosophical principle (ex nihilo nihil fit) rendered into Japanese.
