非難を受ける ('to receive criticism') is a set collocation: 受ける as the 'receive' verb of passive-feeling experiences. ひどい ('harsh, severe') modifies 非難. Another way to express the same idea would be the passive 非難される ('be criticized'), but 受ける makes the criticism an object that's 'taken.'
