Can you hear me?

Literal

I [of-の] voice [topic-は] reaching-is [question-か]?

声が届く ('one's voice reaches') is the standard Japanese way to ask whether one is being heard — a spatial metaphor for audibility. Used both literally (across a room) and metaphorically (does my message get through). The polite ~ていますか with the question marker か makes this a polite inquiry.
