~ことになっている marks a pre-arranged schedule, rule, or agreed-upon plan — 'it's decided that X', 'X is supposed to happen'. More impersonal than ~ことにしている (the active decision form). 発つ (たつ) is a slightly formal verb for 'to depart (on a journey)', more evocative than the plain 出発する.
