Two useful pieces. (1) The double は structure: 母さんは sets the topic, while the second は on ロックは is contrastive — isolating rock music as the thing that doesn't click, implying other music might. (2) ぴんとこない is the negative of ぴんとくる, an onomatopoeic expression: ぴん is the mimetic 'snap/sharp sound' of an idea landing, so ぴんとくる = 'it clicks, it hits home.' ぴんとこない = 'doesn't click, doesn't resonate.' Note the と here is the adverbial と after the mimetic ぴん, not the quotative と (which comes later with 言う).
