A compact example of formal/business register. 失礼だが is a polite opening for a slightly critical remark ('forgive my rudeness, but...'). 上記 ('the above-listed') is a formal/written word typical of documents. The auxiliary ~ておく ('do X in advance / do X for future reference') combines with ~たい ('want to') to form 指摘しておきたい — 'I want to (go ahead and) point out.' 3つ uses the native Japanese counter つ.
