There is no one who doesn't yearn for peace and security.
Literal
Peace [and-と] safety [object-を] desire-not person [topic-は] not-exist.
切望する is 'to earnestly desire / yearn for' — much stronger than the everyday 望む ('wish'). The 切 (cut/keen) gives a sharp, urgent edge to the desire. The double negation (切望しない人はいない = 'there is no one who does not yearn for it') emphatically affirms that everyone wants peace and security. Common in formal speech and editorial writing.
