Two parallel, declarative sentences with contrastive passives. 学問 (がくもん, 'academic pursuit / scholarship') is more formal and broader than 勉強 ('study'). 強いられる is the passive of 強いる ('to force / compel') — a somewhat literary verb. 奨励される is the passive of 奨励する ('to encourage / promote'). べきではない ('should not be') and べきだ ('should be') create the contrast. The parallel structure — same topic, opposing predicates — gives it rhetorical force.
