A literary set phrase, literally 'consign to a single laugh,' meaning 'to laugh off, to dismiss as unworthy of serious response.' The Sino-Japanese 付す ('to attach, assign') is rare outside fixed phrases like this one and 注に付す ('relegate to a footnote').
