~か否か (whether or not, formal)

The formal disjunction [X]+か否か, 'whether X or not.' 否 (いな) means 'no, not so' — a literary negative alternative. A considered, written-register counterpart to the colloquial [X]+かどうか; common in formal questions and contract language.
