~ことが重要だ (it is important that)

The frame for stating that an action is important: clause + ことが重要だ ('the fact of doing X is important'). こと nominalizes the embedded clause; が marks it as the subject of 重要だ. Standard for formal recommendations, advice, and policy statements.
