に vs で (in/by passive)

The passive of 覆う ('cover') can take either に or で to mark the covering material: 雪に覆われる or 雪で覆われる. に emphasizes the enveloping state; で emphasizes the material/means. Both are used; the distinction is subtle and often overlooked.
