The verb 住む ('to live, reside') takes the particle に (not で) to mark the location of residence — 東京に住む ('live in Tokyo'), 地方に住む ('live in the countryside'). A stative location-of-existence pattern; parallel to ある / いる, which also take に for place of existence rather than で for location of action. Almost always appears in the stative ~ている form when describing current residence (住んでいる), since living somewhere is an ongoing state rather than a momentary action.
