The citation pattern [source]+によると (also によれば), meaning 'according to X'. Used to cite a source of information, typically paired with a hearsay marker (そうだ, らしい) at the end — though the marker is often dropped. 報告によると/によれば ('according to the report'), 噂によると/によれば ('according to rumor').
