多く見ても (at most)

A fixed adverbial expression meaning 'at most / at the high end' when paired with a quantity estimate — literally 'even seeing it many.' The compact variant 多くても ('at most') uses the te-form of 多い + も and is interchangeable in this estimating sense. The opposite is 少なく見ても ('at the low end'). Used to bracket guesses and predictions, often paired with an upper-bound estimate (e.g. 多くても1000円 / 多く見ても1000円, 'at most 1000 yen').
