~と言って (on the grounds of, claiming)

The frame [clause]+と言って, 'saying X / on the grounds that X / with the rebuke that X.' Used to introduce the verbal content or rationale that accompanies an action — especially scolding, complaining, or refusing. The と言って forms a sub-clause that frames the main action.
