quotative と (with predicates of identification)

The quotative と used to mark the content of verbs like 疑う ('suspect'), 思う ('think'), 呼ぶ ('call'). With 疑う, the suspected identity or fact takes と: 犯人と疑う ('suspect [someone] of being the criminal'), スパイと疑う ('suspect of being a spy').
