The te-form of 飛び抜ける ('to leap and pass through') used adverbially to mean 'exceptionally,' 'outstandingly,' 'by a wide margin.' Compares one thing as standing far above the rest — 飛び抜けて速い (exceptionally fast), 飛び抜けて優秀 (outstandingly excellent).
